Sammy Downing probably knows Rowdy Highwater (The Wave) better than anyone. They have been rivals ever since Rowdy beat him in a hold your breath contest in the second grade. Some say the reason Sammy became a surfer was to out do Rowdy. But now that Rowdy has become the Wave, it's going to be tough.

Skippy Gladstone

Skippy had no life until he became obsessed with The Wave. This wanna-be surfer, with no surfing talent whatsoever is totally devoted to the Wave and lives his life vicariously through him. The Wave feels sorry for the charismatic goof, and doesn't mind him sponging off him.

Whip Waters

Whip may appear to be friendly with The Wave, but when it comes down to competition, Whips philosophy is "win at any cost". Whip is best known for his haircut, it has acquired him many imitators and many commercial endorsements. It even has a name, The Whip.
